Líscio Fábio de Brasil Camargo
Areas: Corporative Management and Systems

Líscio Camargo holds a bachelor’s degree in Economic Sciences from the Federal University of Juiz de Fora, with graduate studies in economics from the Federal University of Ceará and a master’s degree in economics from the Center of Regional Development and Planning – CEDEPLAR/UFMG. Originally, a Planning and Research Technician at IPEA, before being named Deputy Secretary and Substitute Secretary of the National Treasury, Líscio Camargo held several positions in the federal public sector, including: Deputy Coordinator of the Research and Information Sector of CNRH/IPEA/SEPLAN/PR; Under Secretary of Employment of the Ministry of Labor; Secretary of Employment and Wages of the Ministry of Labor; Secretary General of the Ministry of Labor; Coordinator of the Technical Diffusion and Information Coordination Staff of IPEA/SEPLAN; Technical Director of IPEA/SEPLAN/PR; Executive Director of IPEA/SEPLAN/PR; President of IPEA/SEPLAN/PR; Secretary of Planning and Evaluation of the Secretariat of Planning, Budget and Coordination of the Presidency of the Republic; Chief of Staff of the Secretariat of Economic Policy of the Ministry of Finance – SPE/MF; Special Advisor to the Minister of Social Security; Special Consultant to the Presidency of the Federal Savings Bank; Special Advisor to the Presidency of IPEA; Chief of Staff of the Secretariat of Economic Planning of the Ministry of Finance – SPE/MF and Deputy Secretary of the Executive Secretariat of the Ministry of Finance – SE/MF.



Eduardo Coutinho Guerra
Area: States and Municipalities

Eduardo Coutinho Guerra has been a National Treasury analyst in the area of finance and control since 1990. He graduated in 1988 in International Relations from the University of Brasília – UnB, followed by specialization studies in economics at the Institute of Brazilian Issues of George Washington University in 1995, Public Administration in Stockholm in 1996, Public Policies and Governmental Management at the National School of Public Administration (Enap) in 1990, and Financial Administration and the Capital Market at the Getúlio Vargas Foundation (FGV) in 1999. Before being named to the position of Deputy Secretary of the National Treasury in February 2007, he occupied several other STN positions, the most important of which were General Coordinator of Financial Obligations and Security Assets – COREF/STN, from 2003 to 2005, General Coordinator of Financial Programming – COFIN/STN, from 2000 to 2003, and Coordinator of Financial Obligations and Security Assets, from 1998 to 2000.


Paulo Fontoura Valle
Area: Public Debt

Paulo Fontoura Valle has been working for the National Treasury since 1992 in the area of finance and control. He finished his MBA in finance at the Brazilian Capital Market Institute – IBMEC in 1996, followed by specialization in economics at the Minerva Institute at George Washington University – USA, in 1998. Before being designated to the position of Deputy Secretary of the National Treasury, he held the position of General Coordinator of Public Debt Operations for seven years.
 

Marcus Pereira Aucélio
Area: Fiscal Policy

Marcus Pereira Aucélio is a career civil servant of the National Treasury Secretariat, working in the area of finance and control since 1994. He graduated in Forestry Engineering from the University of Brasília – UnB (1984-1990), and finished his Finance Executive MBA in 1997 at the Brazilian Capital Market Institute, followed by graduate studies in Public Sector Economics at the Getúlio Vargas Foundation – FGV in 2000. Before being named Deputy Secretary of the National Treasury, he occupied the positions of Advisor to the National Treasury Secretary in the Area of Operational Risks, General Coordinator of Fund and Fiscal Operations Management and Coordinator of the General Coordination Staff of Public Debt Management.


Cleber Ubiratan de Oliveira
Area: Planning and Fiscal Statistics

Cleber Ubiratan de Oliveira has a bachelor’s degree in Economic Sciences from the Federal University of Uberlândia (UFU) and later graduate studies in economics. He is an employee of the Central Bank, but has held the position of Deputy Secretary of the National Treasury since 2008. Previously, he was General Coordinator and Coordinator of Economic-Fiscal Studies (CESEF) from 01/1998 through 04/2008. Aside from this, he was Coordinator of the Secretariat of Economic Policy (SPE) at the Ministry of Finance (1995-1998) and General Coordinator of Fiscal Policy (CGPF). At the Central Bank, he worked in the Department of International Agreements and Organizations (DEORI) and the Consulting Staff on Institutional Relations with International Organizations (CORIN). Cleber also held the position of professor of the Financial System and Fiscal Policy at the Integrated Universities of Minas Gerais (Unit) and the Catholic University of Brasília (UCB).

Gilvan da Silva Dantas
Area: Public Accounting

Gilvan da Silva Dantas has been a National Treasury career analyst in the area of finance and control since February 2003. He received his undergraduate degree in Accounting Sciences from the Association of Unified Education of the Federal District – AEUDF in 1996, with specialization in Business Strategy Management from the Getúlio Vargas Foundation – FGV, in 2002.
Before being named Under Secretary of Public Accounting at the National Treasury in December 2010, he held several STN positions, the most important of which were: General Coordinator of Federal Accounting – CCONT/STN, from June 2009 through December 2010, and Coordinator of Accounting Support of the General Coordination of Accounting of the STN - CCONT, in the period from February 2008 to June 2009. He also participated in implementation of the Federal Government Cost Information System.
Before joining the National Treasury Secretariat, he was the General Accountant of the Federal District Sanitation Company - CAESB in the period from January 1998 through December 2001.
